Creating storyboards is a key goal of pre-production.  These are still images that tell the story visually — kind of like a comic book.  This way, the animators can tell a lot about a scene and whether it will make the right impact once it's animated.  Storyboards contain visual information, as well as guidance on how long each scene is, how many cuts it contains, and any special camera movement.
